Doug is an expert in water resources planning and management. He has a solid understanding of Washington’s major water resources issues and has extensive experience in developing and implementing statewide policies and programs and working with stakeholders to address water management issues, including water rights, municipal water systems, climate change, aquifer storage and recovery, groundwater exemption, and groundwater–surface water interaction. Doug has worked with stakeholder groups, state and federal agencies, water suppliers, consultants, and the general public. He also has experience in planning for climate change.
